I came across a little bug/glitch/whatever on the PS4 version during the conversation with Cassandra, Leliana, and the chancellor: I was stuck on the dialogue wheel. I couldn't get the arrow to appear, but the game was still running. Luckily, I found that if you press L1 (to open the quick menu), when you moved the left stick, it controlled the dialogue wheel rather than the menu wheel. So, if anybody else has this happen here or during other dialogues, try this out. The conversation will be paused until you close the menu.

Happened to me during the quest with Hawke. Nothing I tried fixed it. Had to restart the game. 20+ hours down the toilet.

Hello there ...
I play on Playstation - so I do not knpow if this will help you?!
But everytime I got completely stuck in conversations / cut-scene (it happened almost every second or third cut-scene) I started to hit the "skip or cancel button" and randomly other buttons ...
I do not know what you will have to perform as inputs on the PC side of things - But I almost always managed to cancel the running frames somehow. Of course there was never a way to see the cut-scenes when this "happy-go-lucky" stuff happened but it was better than to completely start over. I just used my imagination for that cut-scene and went along. I would be very irritated if you were not able to manage that on PC. You just have to experiment with it a bit! If there is a way - don't quit - you will find it.
... Bioware has a lot of work in the immediate future ... *sigh* ...
