so in game, hair looks more like a helmet than it does actual hair.. normally i could care less about such things.. but it just makes the characters look extremely awkward lol.. anyone else seen this on pc?

You have to go play with the Mesh Textures setting.
Got rid of the werid plastic looking helmet hair for me.

Putting Mesh settings on high should fix things 
I don't think it'll reduce performance by much, I have it running pretty well on a mediocre gaming laptop.
