In Hinterlands, at character level 4 and still cannot "level up" any of my characters. The Character Record is grayed out and/or locked in all menus.
Can anyone advise if this is to become unlocked at a certain point in the game, or if this is a bug and it should already be possible to level up?
I have had exactly the same trouble; it seems like it should be possible to level up, and it is not. I would think this is a bug, and a game-breaking one at that - most frustrating. Did it come right for you, or did you restart the game?
Definitely a game breaking bug. The first chance you get to level up your character is in the prologue.
