Surely BioWare knows how the combat mechanics work. Surely they've written that down somewhere.

Where? Where can we get detailed combat docs? How far will Chain Lightning jump? How much damage do we take from falling? Can we miss? What do the status effects (like Chilled) do?

chilled reduces movement speed by 25%

perceptive means caharacter in stealth will be spotted after 5-15 seconds depending on level.
shocked reduces fire cold electric resistance by 20%

I think the OP's question is, where can he find this information?

Chain Lighting tells you the distance it will jump. The range listed is the distance it will jump between targets.

And I do believe all the combat info is hidden just to drive players like Sylvius truly mad.

I tweeted Mike and Cameron about this today.

This game needs documentation.

Yes it does...I couldn't for the life of me figure out how to get my characters to hold position for longer than 3 seconds.  I tried looking for the manual for PC but nothing.

In tactical mode, double selecting a point on the ground will tell the active character to go there and stay there.
