That was Justinia's intent if the conclave failed. The chantry is evidently not obligated to follow through on that intent posthumously, particularly since accounts of her intentions are based on the testimony of allegedly biased sources.

Cassandra was the one who officially founded the Inquisition, with the authority given by Divine Justinia - the current "leadership" of the Chantry has no part in it.

Essentially, the Chantry is declaring that Justinia never officially gave Cassandra the authority to create the inquisition.

Except that she apparently crafted a very expensive book saying so. Isn't that what the cutscene showed? Seems a little hard to fake in 30 minutes time.

Adam...Dude... I think the problem here is that you are trying to make sense of the lore, the writers themselves did not so why should you?

Groups in a position of power don't like to recognize anything that results in them losing some of that power, in real life or in games - regardless of legitimacy. Acknowledging the Inquisition would reduce the Chantry's influence even further now that the Templars have split from them.

Because a chancellor decides he doesn't like you having so much influence, and decides to try to take it for himself.
