Some characters aren't very engraved In world matters and as far as I'm aware Bioware has a secret wiki which details what happens to each character after the game ends, including Velanna and Sigrun.

Thedas is massive, and most companions encounter the main protagonist for each game through circumstance. It would stretch the narrative into absurdity, if all companions from all the games, made an appearance in every following game.

See, I LOVE Leliana, so some part of me is really glad she's around.
But she's also a "safe" character. I feel like she and Morrigan get so much attention because Bioware feels they appeal the most to straight male casual gamers, even though I don't think that demographic cares much about characters to start with. They're more about the actual gameplay itself. So there's a lot of detachment there, I think; Bioware is between a rock and a hard place, not knowing who to try appealing to.

But they could be. Imagine how much interesting the world would be if these characters were given the opportunity to interact with one another. I'd kill to see Dorian and Fenris in a room together (that would be intense), or Merrill and Morrigan, or Leliana and Sebastian.
A secret wiki doesn't mean much to the fans if they can't actually read it.
I miss those guys from DA2, was kinda hoping to see what they're all up to beyond a cursory comment from Varric.
Top of my DLC wishlist would be a "Skyhold" DLC along the same lines at the Citadel DLC with ALL the characters across all the games.....I can dream right?

Velanna was a contender to fulfill the role that Anders ultimate filled for DA2.

One of Gaider's favorite characters is Shale so really, the characters that appear is probably part of some lengthy art+business decision by the studio.
Shale returning would be damn nice. Just saying. And I think the voice is vague enough that we wouldn't necessarily need the same VA (if that's a concern).
I could LOVE if Bioware decided to make DLC that catered to previous fans and included most of the characters from DAO and DA2 that haven't had the focus so far. Let us close up their storylines (at least for the most part), since DAO and DAA ended with.. you know, those slides... and DA2 is still imo leaving things hanging ("Oh they're all off doing stuff." ..Okay??).
One of those could be Kirkwall and/or Free Marches. I'd buy it. Have it as one of the continued adventures of the Inquisition.
I'd like to meet some characters in Nevarra and the Deep Roads and more. I agree that some DAA companions should NOT be ignored as they were actually pretty good imo. They don't need to be the total highlight of the content, but a character-story-concluding role? Oh yeah, sure. Make use of that tapestry! Add more conditions to the Keep.
That's how you get those fan moneys (Citadel DLC).
And thankfully, Thedas is a considerably smaller than the Milky Way galaxy, so it isn't as hokey when several characters 'incidentally' meet in one place.

I'm really glad to hear they are not. If I wanted to experience those characters I'd play the second game. I play new games to experience new characters, new story etc. I find that to be way more appealling, and I definitely do want to get to know these new characters because some of them intrigue me ever so.
I didn't care for da2 members so i don't mind
I'm personally glad that it's not going to be a parade of one scene cameos, like in DA 2. I wouldn't mind one or two (outside of Varric, obviously) showing up, particularly Bethany/Carver if they survive and Hawke's LI. But it doesn't ruin anything for me that they are not there.
To be honest, I'm most surprised about Anders not showing up. I guess it's because he's dead in many (most?) playthroughs, but he was such an essential character for the plot that I'm surprised that he didn't get worked in if he were still alive.
Personally I like the idea of new characters in each game. Yes, one of my main joys with BioWare games are the characters and by bringing in new ones, I get to experience the fun of getting to know them.
I don't mind a few carrying over, Varric the story teller works ok and Cassandra makes sense to me. Leliana also works because she's working with Cassandra, but I would not have minded a new character instead.
Cullen, Ok I like him, I think it will be interesting to see how he has grown since DA2 but if he hadn't been in it I wouldn't have minded. I'm actually rather glad the others are not around, though I wouldn't mind hearing from someone how they are doing, or rumors about them.
Aveline and Isabella ... Isabella was in the first two games, she should have been in this game as well.
Who knows, maybe Isabella is at another bar waiting for another 3some.

Hawke gives a very good reason why Isabela is not with her, fits my Hawke.
