I looked at my available content page...lo and behold, there was RTO at last so I went and bought points, proceeded to download it, it went into my downloading section and 15 mins later is still on ZERO %, can someone tell me if it is out or if I just spent my money for nothing?

Hmm weird, it's probably like the case before when this one guy saw the RTO released a couple weeks ago but it turned out to be a dud download.

I don't think it exists, I believe a bug has put it in my available content list. It's still on zero % so I am off to claim a refund from Paypal if I hear nothing from Bioware in the near future

In previous posts, Bioware has said that they need to upload something for server testing. It means that we're likely to see something soon - or just that they're doing the server tests again. Also, no need for a refund (if you actually want it) as when it is formally released you'll be able to get it (again).
