This seems incredibly silly to be asking but I'm losing my MIND. I don't want to google too hard and risk finding spoilers 
I recruited Blackwall. He's been in my party twice. I took on a war table quest thingie that he suggested.
I cannot find him anywhere in Haven. He has no map marker and I haven't run into him anywhere. Is he somewhere else??
He's roaming around by the armor smith; it appears that he isn't in a stationary position like everyone else is.
Yes, I think he hangs out around the armory until you talk to him and then for the remainder of his time there he was leaning against the fence in front of the house that's connected to the armory. If you don't see him, try saving and reloading so that he spawns in correctly. I've had some issues where I couldn't locate someone even when their marker claimed they were in a certain position, and it turns out the game hadn't loaded them correctly so I couldn't see or interact with them. I hope that issue gets patched out soon, if possible.
