So I've done a fair bit of testing on this issue because it was really irritating me. I don't know if this is the definitive case, but this is what I have found.
I set a save very early on in the game (spoilers I guess but very minor), shortly after you take control of your character for the first time, just as you are running up the hill in the snow with Cassandra and fall to your knees. The short scene after that stuttered like crazy for me. I fiddled with all the settings one by one and tested that scene over and over and nothing I could do could resolve it (this includes the command line fps fix, disabling Origin overlay, closing background programs etc and going through each graphics setting and adjusting one by one).
What I have noticed is though, that as the game goes on, the cutscenes almost do not stutter at all. It appears to just be the cutscenes early in the game that do it.
Like I said others may report something similar but I think that those early scenes are just not optimised well for whatever reason (probably because they were developed early?). Don't know, but my advice is keep on playing and you may see it all just not become an issue anymore. It got totally flawless for me after the first main story quest in Haven...
Also I've noticed fps drops after playing for long sessions without restarting, but restarting always resolves that... possibly a memory leak? I don't know.

Multiple posts have mentioned that it's intended by bioware to make sure it's all lipsynced and setup correctly so I believe that there isn't going to be an official fix.
really....I mean REALLY???
They can't possibly be trying to go with the old "It's not a flaw it's a feature!" angle could they?
Bioware has some gigantic King Kong sized stones if they stick with that story. I have DAI on XB1 and they need to fix the cutscenes because honestly it makes their product look shoddy.

I'm seeing this on the PS4 version too, you'd think they would of had that smoothed out for fixed hardware, the rest of the game seems to run fine but something is happening during the cutscenes thats making it stutter like hell.

so cutscenes are almost a slide show and it is intended? I can't even look at that without my eyes hurting, sorry but it needs to be smoother. As smooth as in every other video game. even assassin's creed unity has smooth cut scenes.

This stuttering cutscene is a HUGE problem especially for a dialog heavy game like this. It is really hurting the experience to say the least. This needs to be addressed on ALL platforms.

While I admit it is noticeable it is far from game-breaking.
I understand for some that their standards may be alot higher, but to say it is is game-breaking or is unbearable is nothing more than a overstatement

Im on ps4 and i get same stutters doing cutscenes and its really horrible
when the cutscenes plays i feel like im on a ps3... you really need to fix this bioware!

I'm on PS4 and I'm getting ridiculous amounts of stutter, almost to the point of unplayability. It's incredibly annoying to have these gorgeous environments I want to explore, but to have my character skip frames through them all so that everything looks choppy is kind of ruining the experience. A lot. I can barely see where I'm walking.
tbh, the most jarring is probably the audio stutter. I just recruited Sera & Vivienne, and I can't hear a straight line of dialogue anymore, because it keeps cutting out. I can tolerate a small amount of lag, because hey, there's a lot of stuff in this game, but when there's nothing coming through? That's a little ridiculous. There have been points where the game has been completely silent - as in, no sound at all is coming through - but pausing and unpausing has resolved that. I can't do that during dialogue scenes.

I had no problems on the PS4 until I was in The Emerald Graves after getting Skyhold. I am 70 hours into the game and I am just now getting this error. I have backed the Dragon Age games forever - and not once did I say that DAII was horrible - yea it could have been bigger and better, but I still loved playing it.
This game won me over, and I have never in my life waited so long for a game to come out. I was more than hopeful. However, the sound glitches are insane on my system. Static noises when on the maps, low and high volume changes, and conversations ruined. The only thing that seems to work is to turn off the PS4 and then reload a hard save from before it started. Only then can I get the quality back up for a few hours. It seems very random.
Since the update I have not had this issue - I have run into silences, the followers will be talking (can see the talk bubbles next to their head pictures ) but I cannot hear anything. Sometimes this also happens in battles, usually against dragons or giants. But it has gotten better. So for that I'm thankful.

Still want comments from Bioware on this. On te PS4/XboxOne versions, not consoles. I just did the Abyss main story mission that has some extremely elaborate cutscenes full of what is supposed to be visual splendor, but the effect is 100% marred by the jiterryness and dropped frames.

Yes, it is. When you're playing along a nice smooth 60 frames per second and the game is supposed to have a seamless transition into a cutscene . . .which runs at 30fps, its immediately jarring and pain to watch. It is, quite literally, a stuttery mess.
I don't want to be overly rude, but what frame rate does DAI run at on the Xbox One? I know its only 900p, but is it also running at a 30fps target like many other XB1 games? That may be why the XB1 players don't notice; their entire game is 30fps.

It's two different issues you are talking about. PS4 and One are locked at 30 fps during gameplay, and for the most part it's smooth. But when a cutscene starts, it can drop to to 20 fps. Frames drop and tear. On console, cutscenes won't stay at 30 fps, which is kind of ridiculous given next gen hardware. I can have a particle effect heavy fight with a Dragon in a really visually impressive area smooth as silk, but the second I go to a cutscene of my agents walking around the war room, the game turns into a slide show.

As someone who charges by the hour, I actually *do* use that line on my customers. It has a way of straightening out their priorities.

Yep stuttering for me too some people are saying it goes after a while? Which would slightly point towards some kind of background activity possibly installing? I only say this as I saw no big install like other ps4 games I have played and it does mention 45gb on the box.
And I am pretty sure its only doing around 30 fps average in game sometimes hitting near to 60 possibly but yer the cut scenes look like they drop to around 10 fps at times or worse and average maybe 20 ish. Really bad needs sorting out unless it does go away after a short while I suppose but even then surely they can just do a install at the start or something?!
