I know that if you go to a new "area," every monster in that area (more or less) will be locked to your level at the time you first visit that area. So if you visit the Circle at level 7, all regular monsters will stay at level 7 forever.
But what counts as an "area" for these purposes? Are the different districts in Denerim all one "area?" Are all the lost cities in the Deep Roads one "area?"
My guess is that they are not one area. Otherwise in a long main quest, you can potentially start at one level, then gain another 3 levels, such that by the end of that one main quest, you'll get a significant experience penalty, and all the monsters would be a cakewalk.
Just wanted to confirm.
