Does this game have a DLC schedule? I've heard PC version is in dire need of patching .

Way too early to tell.
Right now the devs will taking stock of the worst bugs and gameplay issues (those not already caught after the game went gold) and deciding what's fixable and what's top priority.
That said, a few PC players have said that though the game is clunky (and will hopefully be patched) it's not exactly unplayable. I'll be getting it on Friday and thinking of it as an open Beta with fixes on the way.
If you want to wait until the worst of the issues are ironed out, then I wouldn't hold my breath for anything this side of 2015, really. Check again in January.

It's been confirmed that 30fps lock during cutscenes isn't scheduled for fixing since apparently syncing the animations properly in 60fps is too much work. (yeah...)
So right now we can choose between horrible microstutter with 30fps lock or force 60fps and have bad syncing and various bugs caused by it. Yay proper game releases. This year is going for a record of broken AAA games released. I was really hoping that BioWare would live up to the quality seeing how they needed to prove themselves to a large chunk of their fans after DA2 and ME3.
But for now it seems we're waiting for patches or someone really good who'll make mods work properly with Frostbite 3.

I haven't had any issues whatsoever with "syncing" during cut scenes by forcing 60 fps. I say have at it.

Regarding the PC version, some people have CTDs, but I have yet to see a single baby bug. It would be more appropriate to say that the KB/M mouse controls need some attention and the tactical mode needs an overhaul. The game is quite playable though if you're willing to adapt a bit.
As for the 30fps lock, I have had one cutscene where that caused stuttering. Mostly I don't even notice. So far it's a minor annoyance.
