I don't think you have to recruit Sera or Viv to open up Blackwall or Bull, I think you just have to go to Val Royeaux. When you get back, talk to Leliana to bring up Blackwall's recruitment quest and talk to Krem (standing outside Chantry) to bring up Bull's recruitment.

Yeah, you don't have to recruit Sera first. All you need is go to Val Royeaux. After I went there, I managed to see Krem and then get the Iron Bull. I haven't got Sera yet now.
