If I reset a followers skills with the necklace and reassign them, it works fine.
If I reset my skills with the necklace and reassign them, the game crashes within 0-2 minutes, completely freezing up and requiring me to kill the application, restart it, and play from my last save game.
Repeated bug 4 times before giving up on resetting my skills.
