Denuvo (or whatever the name) got cracked by 3DM, so it might be possible to do some more extensive modding.

Cracking Denuvo doesn't help anyone except pirates. There is absolutely nothing about Denuvo that inhibits modders.

Not true. Real mods that add new things to the game (as opposed to replacements) quite often in many games needed to midify the exe file or at least it's libraries.

Applies to great many games.

edit: Xcom needed this (or still does?) even to just replace the old stuff.

Please explain how modding XCOM relates in any way to modding Inquisition.

It may be necessary to give the binary a little 'injection' to convince it that additional key certificates are acceptable, like a hypothetical community modding certificate. Or to convince it that checking signatures is a waste of time. In any case the biggest problem is that single-player moddability potentially opens the door for multi-player cheatability. It would be nice if the one could be done without facilitating the other, but that may not be possible.

So far people have been able to mod  without having to putz around with Denuvo or cheaty stuff like that.

You can think of modding a game like modding a house, and getting into the .exe itself is analogous to getting into the house itself.

Without going inside, you can probably fix the roof. Maybe you can install an air conditioner by just thrusting it through a window. If you're really clever, maybe you can paint an interior wall by spraying paint very carefully and precisely through an open window.

But you probably can't rewire the kitchen, or fix a leaky faucet, or hang drywall to partition the living room.

It's true for houses, it's true for XCOM, and it's true for DA:I. Being able to get inside lets you change more stuff, and to change more interesting stuff.
