Don't know if anyone can help me here but somehow all of my characters in the Keep are defaulted to a single playthrough, including the defaulted ones, since I've got 11 DAO characters and 14 DA2 characters all of whom have varying playthroughs and histories it's a tad annoying that I can't import the characters proper playthroughs to my DAI games.

Do you mean the tiles in the Tapestry are the same whichever Hero you choose?
If so, you seem to have misunderstood the purpose of the Keep. The tiles in their default state do not represent any of your playthroughs. No saves are ever imported into the Tapestry.
You have to change all the tiles manually to reflect the choices and decisions you made in the games. When you have finished, you can rename that "World State" and start another one for a different hero. That's how you can make different DA:I playthroughs reflect the choices you made in different playthroughs of DA:O and DA2.

When I started the beta all of my own characters were different dependant on the choices I had made in game but I logged in a few days ago and they had all been defaulted to the canon character's actions, so I changed the characters that I just recently completed on DAO and DA2, and now no matter which of my own characters or the default characters I choose it's that set of choices, is this really how the keep is meant to work because that doesn't sound right to me.

The only way the Keep can reflect your choices, is if you make them manually. There is no save game importing.
If some of the "automatic" choices in the Keep ever looked the same as the ones you made in-game, then that was a coincidence.
