What is the function of the cursor under the Tac Cam?

There's a marker resembling a character circle under the Tac Cam. What does it do? Why us it there? Can I turn it off?

Are you talking about what looks like a targeting reticle on the ground? If so, it marks where on the ground the tac cam is centered. It's used as a selection cursor of sorts for the controller UI but for KBM I've found its only use is that it helps you to "drive" the tac cam around obstacles. Since the camera for some inexplicable reason cannot move over things like trees, walls, cliffs, etc, the reticle helps you to avoid them.

 

Just think of the tac cam as being centered on an invisible character located where the reticle is, and moving the tac cam means moving that character with the same pathing restrictions as a normal party member.
