I'm playing as a human male and am planning on romancing Dorian. However, while in Haven after receiving access to the War Council and chatting with Cullen in town, I had multiple options for flirting with him. I saved before and flirted with him just to see what would happen, and after a couple of interactions, he politely refuses my interactions and says he cannot offer more.

 

I just want to confirm that this is the *normal* interaction when you try to flirt with Cullen as a man, and that my game is not experiencing the gender bug. I.e. I don't know how the Cullen romance normally plays out, if he initially plays hard to get and then acquiesces. Anyone with any insight?

This is normal. Cullen's romance is gender and race-locked. If you're not a female human/elf you're out of luck.

Gosh I hope it's a bug. That's mean that they would put that in, knowing how many people were utterly disappointed at not getting to romance him.

Ok, that's what I thought. I just didn't know if the option to even attempt to flirt would be there. I think that's kind of cool that Bioware put that in. Cullen was rather polite in his rejection though

I'm playing a female dalish, and I got an option to flirt with Cass.

 

So it looks like we're being given the option to flirt with non-available companions, and then be turned down by them.

I heard that we can flirt with everyone, it's just that we'll actually get friendzoned by severals due to race/gender gating.

I don't think it' everyone. I'm playing as a male and I haven't had any flirt opportunities with Varric, Blackwall, or Solas. The people who aren't potential LIs that I've been able to flirt with are Cullen, Vivienne, and Sera.

 

Anyway, the Cullen and male Inquisitor thing was super awkward. The Inquisitor suddenly had no game despite flirting cleverly with everyone else.

Hehe, I've seen lots of videos of male inquisitor got friendzoned by Cullen. I can't say about the rest.

Happens with Sera too where she tells you your "thing" isn't her "thing" =p

 

Sadly have yet to see any flirt options with Cole (and for all the people saying he's too childlike for romance, he's no more childlike than Data or Odo)
