I need help with one requisition quest called "prisoner cage", I need to get 5 fereldan locks.

I read that you can get them from Templars in witch woods but I already clean whole hinterlands from templars/mages before I even get that quest and now they don't spawn there.

 

Oh forget to mention that I'm now after
