So I had the messenger stop by and offer to "See the Chargers in action or whatever" I assumed it would update on the war table. Now after getting back from questing in the hinterlands and doing Val Royeux I cant find him or the quest on the map. Was my opportunity window really that small or am I just missing something?

You need to head to the Storm Coast. he is not a normal Mission Marker, like Vivy, or Sera.

 

You need to run over to his quest Marker in Storm Coast, like you ran over to Blackwall in the Hinterlands.
