Do I need to cycle through all characters and grind all their levels to get them to elvel? also do the attribute points apply across everyone one or does each character get their own?

All party members should level together.  But they're just a hair behind your main.  But no, you do not need to cycle out NPCs to level those "on the bench" if you wish to switch back & forth.
