So my next step is: "Have Harritt create a masterwork."  So how do I gain a masterwork crafting material Exactly? I thought he'd give me one for free by talking to him but no avail

Whenever you kill something and it drops loot, or when you loot a crafting material, you have the chance to get "Fade-Touched" loot.
These are mastercraft loot items that give your gear an additional effect.

 

Aside from that, there are certain crafting materials that are considered masterwork (Giant Bear Claws, Iron bark, etc) That give you a % chance to mastercraft the gear you're making which increases all its stats by 10%.

you can get masterwork metals, cloth, and leather.
Metals is from mining the metals. Cloth and leather are drops from enemies.
There are some places that you'll get it from a chest

I don't have this "Advanced Crafting quest" that OP mentioned, but I do have some t2 Masterwork mats (bear claws) and a schematic with a slot for them.
For the last 20 minutes, I've been trying to get a 'critical-craft' off the claws (30%). Every time, I haven't gotten it. I reload, and try again so as not to waste the materials.
Anyone have some insight on this problem? Do I have to do the quest first, is there some kind of under-the-hood mechanic that prevents the load/fail/load/succeed method?

Okay so I've had masterwork items made, but I still have this quest marked as incomplete. Anybody know what I'm doing wrong?

I'm having the same problem. I've crafted masterworks, and i have made a rune and the quest is still showing as incomplete. wtf

I'm having the same problem as well. Trying to craft a mastercraft bow. 40% chance dragon tooth in mastercraft slot. I have now reloaded and tried 14 times in a row with out a mastercaft result. I've created mastercraft items before so that's not the issue. Something fishy about the cafting chances here...

It's not the % mastercraft that needs made, it's just a weapon/armor that is a masterWORK, the one that has the slot at the upper top part.  Also you have to put the rune on a weapon for it to count int he quest.
