OK, just got the Amulet of Power.

went to inventory -> selected Varric -> selected Accessories and there it was

 

I dragged the amulet  over to Varric's amulet slot and Poof amulet gone from view and

Varric's amulet slot is empty.. Exiting the Inventory menu and going back in but still no

amulet.  Varric is at level 3.

 

Anyone else encountered this?

 

PS: Amulet is a reward for Leliana doing Varric's quest from the WAR Table
