Right now the controls are what really keeps me from enjoyng the game as it was intended.
I'm tempted to argue that "as it was intended", because I'm not seeing any signs of an intention towards tactical play. I played quite a bit over the holidays on PC using a controller, and it is a flat-out action game. Can't fix the AI, can't fix the teleporting companions, tac cam is argh.
I don't see how they can "fix" it without a redesign. The tac cam is never going to be fluid enough to be worth using. The fact that it's an invisible pathfinding NPC kills it, even if the recentering bug gets fixed. Ex. - on a cliff on the Storm Coast where companions would not go due to pathfinding. I tried to cast barrier on myself and couldn't target. The circle stayed on the top of the cliff and I couldn't highlight where I was standing. That's just one of many.
Anyways, if you totally put aside the idea that this is or could be a tactical game it's fun. I still catch myself getting grumpy when I think about setting up combos and can't do it fluidly, but it's not like they're necessary. It's just extra damage.
So here I'm disappointed and could get aggravated, but there I can temporarily forget about it and enjoy myself. I guess that's good. It's not GOTY good if the basic controls cause me to snap at the wife, though.
