I know people seem hate when I target the programmers rather than the ones who made the design decisions for blame, but isn't it obvious after a month and 11 days that the programmers of this game, and the functionalities of all these systems and designs people are complaining about, is clearly suffering from the same limitation?
Point being, Laidlaw and Darrah aren't programming the different systems. But they are also surely not sitting there, telling the people at the work desks, "No, we don't need those decade old systems that would work great here. Make something new and fresh up, and don't worry if it's subpar"
Actually you are blaming the wrong targets. Managers/Directors/Producers are the ones to blame. These people have the final go/nogo decisions. They accepted the game mechanics when those PR videos were produced for "our benefit".
Consoles were the main market. Here is a quote from FY14 Q3 Financial report.
"EA's third quarter marked an exciting start to a new generation of games, and we are proud to have been the #1 publisher on next-generation consoles in December, with millions of gamers across the globe playing EA titles on the PlayStation 4 and Xbox One," said Chief Executive Officer Andrew Wilson.
Game estimation time:
"The best estimate system I've found for software development time is Hofstadter's Law - It always takes longer than you expect, even when you take into account Hofstadter's Law"
I would not be surprised if the cost of the game was fixed even before the game design was done. Programmers (worker bees) get their marching orders from above. The game, in my view, was written for the consoles first and a rushed port precluded any major UI changes required for a PC platform.

Remember, EA Bioware Division looks at three things: Time, Cost and Value.
