How do I open more of them? I have only 4 and I leveled up but I can't use the new abilities

You get 8 by default.
If you're on PC all 8 slots are on display at the bottom-left of the screen.
If you're on console, pull the Left-Trigger to access the other 4.

I can only use 4. and I'm on PC
