So I'm in the winter palace, getting slaughtered over and over again because I ran out of potions earlier in the mission. Is there anywhere in the Winter Palace that I can refill my potions?

I'd suggest loading up an earlier save and making sure you take as many potions as possible. I do hope you have an earlier save.
