Are all Dales jerks, or just Orlesian ones?

I'm reading The Masked Empire, and GEEZ, that Dalish clan, what the hell is wrong with them?! I'm only up to the part where they are right outside of the Eluvian, but I found the relationship between the Dalish and city elves thus far to be very interesting. The clan in Origins had a city elf in their clan, whereas this clan suggests that it is only ever done out of pity. I realize most Dales don't think it's their duty to help free the city elves, but to watch them burn?

All Dales seem a little high and might, but are they all such *****, or is this clan just a special exception?
