I don't see any way to review the hero I'm about to choose, to check their level. This would be important, since I know for a fact that I only finished the game with a small minority of the characters I created in both DA:O and DA2.

 

So now I've got a long list in front of me, and it clearly includes characters that did not complete the game. Can I rule these characters out somehow, or am I just supposed to remember? Some of these characters are from years ago.

What does it matter? You'll need to recreate their decisions anyway. Pick the character you like from seeing their name and avatar. That's the only thing that imports into the Keep.
