Is the code for the Cerberus DLC available to EVERYONE that's pre-ordered? OR is it only for the guys who recently bought a copy?

It's available for everyone who bought a new copy of ME2 (both standard and collector editions).
It's awesome. You get 2 free DLCS!!!!

No, it is a clarification for further down the pipe-line. Basically it means, if you buy the game new, you get the code. If you buy it used (pre-owned, 2nd hand, etc). You have to pay for it.
