I have no idea what you truly mean, but I assume that you want to capture him in Me2, if you let him go instead of letting him blow up the hostages. As far as I know, he won't be in ME2, since the devs said that ME1 DLC won't have an effect on Me2.

If we dont deal with him or his boss in ME2 I certainly expect a round up by the third installment. Or maybe they may add it as a DLC like BDTS originally was.
