Where to make/buy/find Runes?

Hey there everyone, I'm probably over 20 hours into this game but I've still yet to figure out runes. I've found 3 or 4 things that mentioned Runes but I have no idea where to get actual runes or where to make them. 
 

 

Any insight would be much appreciated.

I know Skyhold offers runemaking after getting an arcanist(?), but I'd sure like to make runes before that, and would love to have an answer on your question as well,

Yeah I figured Skyhold may be where it unlocks. Guess we just can't use them until we get Skyhold.

I had to force myself to abandon the Hinterlands and focus on main quests until I unlock Skyhold so I can get a lot of goodies (specializations, runes, etc.).  Then I'm going back to open world/side quests.  They really don't make it clear that if you go off and putter around in the Hinterlands for 15 hours that you're actually missing out on quite a few tools that you should really unlock ASAP in order to have a more complete experience.

I actually found a schematic for fire rune in a cave in Hinterlands before unlocking Skyhold. The only problem is, I don't know where to find the materials to craft it.

I was able to buy blank runestones in one of the shops in Val Royeaux. At this time I can't make runes and thanks to a couple of posts above, I guess I'll do a few main missions to unlock skyhold to get some rune schematics

Maybe I should go ahead and do that. 

 

I already have.....41 hours in the game and most of it has been exploring.
