The definition of the "best power" is entirely opinionated. The mass effect community if full of countless people with countless playstyles that like different things. In my opinion, Bioware did a GREAT job customization every class to be unique. All their unique powers fits the class perfectly and benefits their style.
Combat Drone boosts the Engineer's art of control whereas Singularity does the same for the Adept.
Charge adds a little spice to the Vanguard's renown adrenaline pumping style whereas Tech Armor gives the Sentinel that survivalist's appeal.
Cloak provides the tactical experience for an Infiltrator while Adrenaline rush gives you the full shooter experience as a Soldier.
I, personally, won't say that one power is better than the others or say that one is worse. They're all unique, they're all powerful and they all suit the class' playstyle.
To speak on behalf of the combat drone specifically, however, I think it's just fine. Giving Tali and Legion Drones gives the player a little breathing room when they are not playing the Engineer. The cooldown is required since it separates their Drone's from Shepard's. The Engineer is my favorite class and I, personally, find the Drone power to be amazing simply because it has a 3 second cooldown, can lock down YMIR mechs, Krogan and Harbinger, and also has a little bite of its own via additional damage or an explosive finish
Why doesn't engineer get the coolest/best TECH power "Tech Armor"

Another problem for the engineer would be the huge cooldown of TechArmor. The Engineer has so many powers to use a cd like TechArmor would not be beneficial.

Engineers still have this ability. It's been folded into the Overload ability from rank 3/4 and shuts a weapon down for 6 seconds. It works too. Admittedly 6 secs is a lot shorter than 25secs from ME1, but your skills recharge quick, so you can keep spamming it.
