The wisps you need are supposed to be in the fallow mires. I remember having troubles with the stuff needed for the assassin specialization, I had to kill several of the alfa quillbacks before I got it (I was almost tearing my hair out by the time it finally did drop). All I can say is see if the pure wisps respawn (the alfa quillbacks did) and kill them until you get the essence you need.

still cant find em... i keep farming the left over wisps in the fallow mires but since ive already defeated the rifts in the area i dont have alot of demons left to kill??!? please help

If you still can't find them I'm afraid you must have run into a bug. I've played the KE and had no problem finding the wisps. Sorry I can't be more helpful.
I am having the same problem.
I've completed all of the Fallow Mire and only have 2 wisp essences. I killed all 3 wisps but the essence did not drop from one of them.
Not sure how to obtain my last essence.
The whole reason I went mage was this specialization not sure want to continue on with the game if I can't get this.
I just got wisp essence from closing rifts in the hinterlands. Maybe try closing more rifts...save before and make sure those little green buggers are there, if it doesn't drop reload and try again.
Edit: It's the Wraiths that can drop them too.
Looks like they released a bug fix... I walked up to the teacher in Skyhold and the quest was available, I was able to choice Knight-Enchanter and defeat my first dragon in the Hinterlands. Thank you Bioware for getting to the issue!
I get one wisp essence from redcliff rift, one at the one closest to outskirts camp, one from the one closest to the world exit, one at the farms river rift, 3 in fallow mire and, random ones off other rifts and mobs. Have 23 of them and, have done KE too. Books are near the companions that have the specialization or, for sale at the Val Roxeau book dealer if you don't have that companion.
I also have tons of Nevaran Skulls, it's the Venatori tomes that I have to hunt for if I want the Rift mage specs.
The best place is in the Western Approachnot really explored much of the Fallow mire yet, but I've got one wisp already somehow... my problem is the lazurite, where the heck am I supposed to find that?
