Click "download" and a popup will come up showing you can download them for free. Do it. In your queue you'll see them listed, like this:

Now just turn on your Xbox 360. It';; download them and you can view them in your Active Downloads.

It depends on if they dropped the ball or not. Just because they can download content doesn't mean they can use it. Similarly I (and any other steam user) has the entire ME2 game downloaded as we speak, but it doesnt mean we can use it yet either.
Thats what I'm really hoping for. In either case, I sent an email to microsoft in the hope of them clearing up the issue, if it is an issue.
Edit: It also isn't very hard to patch the game to only allow verified DLC where as this is either unverified or has its own unique key that can be terminated.

Yeah this game isn't BS like spore where if you actually want the bloody working hassle free version you have to pirate it.

That's because it's a spoiler and they weren't announcing it as the Normandy Crash site. However it was announced as a N7 mission.
At least this whole mix-up helps people forgive the whole RtO messup.

Uh... or just patch XBL in such a way that it does not let you use any ME2 files downloaded prior to patch. Since nothing has been installed besides files. So ME2 runs, connects to XBL, when it checks for updates, it will find one that is the delete wrongfully obtained data patch. And boom. Your back to square one.
