I've been stuck in this quest for two hours, and even after looking up a walkthrough I can't seem to get it done. 

 

I got up the trellis to (what I'm assuming is) Morrigan's study, got the letter on the desk, went down the stairs and got the book that shows up at the end of the staircase. According to the only walkthrough I was able to find, when you enter the ballroom again you're supposed to be approached by the Empress's councilor and given the key but I've done about fifty laps around that room with no one approaching me and not even being able to talk to anyone new.

 

I thought I might be having a bug with a cutscene not triggering but I've started the quest over from scratch twice with no changes and I'm getting rather fed up even though I feel like I'm just missing something at the same time.

I had some bug in this quest. you have to load a old save point and redo it. sorry

I'm on ps3, controls may vary. So walk around the library (where you climb up from the courtyard) and click the "search" analog stick until you find a book that allows you to find a hidden room. Complete the puzzle, and when you return to the ballroom, Morrigan should be there.

Ah, the guide I was looking at didn't even mention a puzzle, I'm assuming it has to do with lighting all those urns right? I messed with them a little but wasn't getting anywhere and my favor was ticking down so I left.

Okay, so I redid the whole quest from the start again, this time I did the puzzle with the urns that unlocked the room with all the loot, but when I go back to the ballroom Morrigan still isn't showing up. I hope my whole save isn't bugged to hell but this will have been the fourth time I completely restarted that quest with no change.

Given that it's a main quest I don't see much to do about getting around it either, and I don't see how the same bug could be happening after four attempts really. I'm going to load the savegame I have of right when I got to Skyhold and see if that works and if not the only "solution" I can see is basically trashing my 25 hour long save and starting over.

Okay so even going to when the quest is first open and attempting it still lands me with the same bug. Guess it's goodbye to all the time I put into that savegame.

I had the same problem but fixed it! Before you do anything, give this a shot:

Get the halla statuette from outside as the walkthrough indicated, then go in and eavesdrop on the elves. Find the cylinder on the balcony, then another clue in the locked room down the balcony from the library entrance. That's 4 evidence pieces in total, and the quest should update to "return to the ballroom". Hope this helps.

EDIT: Which balcony and cylinder are you referring to? It's nice that Bioware made expansive and detailed areas in the game, not so nice when it becomes needle in haystack situation.

Thats the same one I was using and only one I could find. Is the locked room the one that requires halla statuettes?

Yup, that's the walkthrough! You'll need one halla statuette to unlock the room for one of the clues (this would be a door to the left, down the balcony from the library entrance). The cylinder is on a separate balcony (not the one you climb up to) but you can access it from down the hall from the door to the guest garden. I am horrible at explaining things sometimes, so let me know if it works, and if you need anything else clarified. Good luck!

Thanks! I'll keep an eye out. I swear I ran around the entire palace about 200 times and never found anything other than the letter and book, but I guess I need to just spam the 'find' key to pick up anything useful.

I'm confused on where I get the halla from. According to the walkthrough I'm suppose to get a cutscene with the empress's advisor but that does not happen when I return to the ballroom.

Follow the walkthrough to get the halla. You might have to restart the quest from the beginning as it's at the first area where you initially meet Gaspard. Just don't use it to unlock the east door or whatever, save it for the door with the clue later on.

So there is a halla at the beginning area and one on the balcony but where is the third one required to open the door?

No you just need one halla statuette for the locked door on the balcony to get the clue. The walkthrough teaches you how to get the statue from the beginning area for the optional quest. Keep it in your possession (so don't use it for the optional quest).

Once you get to the locked door on the left of the door to the library (up the trellis), unlock it with the statuette. Inside is a clue. The final clue (cylinder) you need is on a separate, small balcony down the hall (same hall you entered the garden from). It is on the left corner of the small balcony. Use your find key to reveal it. Those two clues, plus the two others you got from the library, should update your quest.

Edit: I'm also not sure if you need to eavesdrop on the two groups of elven servants first before you take the clues, but that was what I did.

Wow thank you so much it worked! I was just not getting the note from the room the required the halla. That was my problem. You really saved me there I appreciate it so much.

I need to find rthe SErvants quarters, no idea how to enter, i found all 4 clues and encountered the empresses advisor (oh i know who it is <3 )  who gave me the key

 

Edit: I found it finally lol my own mistake
