I'm on the 360 and alot of the tattooes are pixelated
ex. think if got really drunk and went to a friend that had a tattoo gun and was also really drunk and you let him tattoo your face.
thats how badly pixelated some of the tattoes are. looks like scribbles and blobs

I suspect the problem is the fact that the 360 and PS3 simply can't handle the graphics needed to run the game. It doesn't run on my Surface Pro 2 (and even on low settings, I can get most stuff to run very fluidly...)

If that was the case they would all be pixelated but only about half are atm.
