Before I started I made sure that I uploaded my World State to Inquisition and when I started the game the timestamps matched up. I checked and re-checked my tapestry, even renaming it so that I would know for sure that I am indeed using the correct World State, but still the problem persists.
The Keep not syncing properly with Inquisition

So apparently, my male Warden and male Hawke are both female in Inquisition, with a bunch of other stuff conflicting my selections in the Keep.
Before I started I made sure that I uploaded my World State to Inquisition and when I started the game the timestamps matched up. I checked and re-checked my tapestry, even renaming it so that I would know for sure that I am indeed using the correct World State, but still the problem persists. What really irks me is that I have to play all the way to Haven to talk to Varric to confirm whether or not my Keep data was indeed synced properly.Any assistance would be appreciated, as I feel the hundreds of hours I spent on DA1 and 2 (and the DLCs) were all for nothing. Please help.
Are you sure that your Origin account and PSN and/or Xbox account are linked correctly? What are the Personas when you log into the keep?
Also another way to check if your world state imported correctly is to go to the World State page of the Keep then hit the right arrow to see playthrough states, copy it to Editable and then load in the Tapestry to check your choices.

Sorry, I should have mentioned that I'm playing on PC and yes the Keep is linked to my Origin account.
Hmm, I did what you said and it seems that out of the 14 times that I created a character (I was trying out all the different race and class combinations in the prologue), only one of my initial playthroughs properly loaded my Keep data. The rest is some random stuff that I didn't even touch.
This is so weird.

That is wierd. I would pm a dev about this, but it sounds like the connection between the keep and inquisition got broken when it was looking for your custom world state.

Hmmm....I uploaded my saved world state and
A) Varric confirms incorrect information about the choices I made in the Keep and
I found this thread by googling why this happened and I just checked my playthrough world states for Inquisition and they are all blank even though I am in the Hinterlands...
why is this happening? Do I have to start all over? and how do I pm someone with Bioware who can help?

For a playthrough to be seen in the keep you must be connected to the keep while playing dai.
Also it takes a while for it to upload so if you are already on the keep while playing. Sign out of the website then sign back in.

Okay that explains that. I currently do not have the internet in my new apartment but used the internet in my old apartment to link the Keep to the game. But how come my choices were not carried over properly?

What do you mean by random stuff ? you mean the tiles?

Random stuff like my Warden is female (supposed to be Male), Hawke is a mage (supposed to be Warrior). Both the Warden and Hawke romanced no one etc, etc..
Man, this is such a chore, I have spent about 10 hours in the game too, so to reset to get my World State loaded, if it even loads at all, is really getting to me.

That sounds like the default worldstate.

That sounds like the default worldstate.
Which is strange, because on multiple occassions I verified the World State both by changing the name of the World State and matching timestamps.

In my experience, the data should have been uploaded before you can even save, so my bet is that you were either connected to the wrong origins account or no origins account at all. Kind of hard to pin the problem down at this point. >.>Okay that explains that. I made sure it was connected because it was 1 in the morning and I was in an empty apartment waiting to save to go home. In game after confirming I was choosing the character i wanted when starting a new game it confirmed that I had successfully uploaded a custom world state from the Keep. Then when I was in Haven I spoke to Varric and found out the Anders I had executed was still alive and well...is there any way to confirm a proper sync between DAI and the Keep before playing through the first hour of the game? I am already upset I'm gonna have to start all over as it is

I'm remaking a new World State on a different slot right now, when I get home from work, I'll try loading the new World State to see if it works. What really sucks is that I have to throw away the 10 hours of progress I've already invested in the game.

Playthrough states in the Keep are the fastest way to check.
I currently do not have the internet...
can i please have a link to PM an EA rep or someone with Bioware who can directly answer my concerns because this seems like something that they should know before it becomes a huge problem

Then you are currently stuck with the default state until you can get Internet on your game system.I currently do not have the internet

Then you are currently stuck with the default state until you can get Internet on your game system.
Even though I have already used the internet to upload my custom world state? I thought it wasn't necessary to stay connected to properly upload a custom world state? My issue and concern is why this has happened if the game showed me it was uploaded and if there's any way to confirm my decisions are correct without playing to the point where I can chat with Varric in Haven?
UPDATE:
So I figured out what happened. I made a new Origin account when I downloaded Steam in the last couple years and for some reason my Playstation automatically connects me to my original EA account I made years ago. I set all my world states up on my new Origin account when I got into the beta and never once logged into the Keep with my old EA account so it uploaded the default world state into the game...
does anyone know how to sign into a different Origin account on the playstation itself or am I stuck with my original EA account and just have to make a world state on that account and start a new game from there?

I thought you said Varric gave wrong info? If so then you probably have the default world state imported in that save. You have to connect to the Internet when starting a game to import anything other than the default state. Once you have imported the state, you don't have to be connected, but you do have to be connected when starting the game.Even though I have already used the internet to upload my custom world state? I just logged into the Keep via my original EA account and it has Playstation as an active server or whatever when my other only says PC. This is how I know it happened this way...I would like to sign into my new Origin account on my playstation though I have no idea how to do that

One possible solution that I've seen suggested (by BW's Brian Mills, I believe) and other people have confirmed is easy, is to add your other Origin account as a "friend".
You can then share your World States with the other account.
