can someone tell which areas are meant for which for lvl characters

In my experience so far its been (these are the levels of the creatures found in the areas i remember)
Hinterlands 1-8(then go back to close the harder rifts and kill the dragon)
Storm Coast 9-10
Western Approach 11-14
Crestwood 11-14
FallowMire 11-14
The Oasis 12
The Emerald Graves 12-16
Emprise du lion 16+
Idk about exalted plains yet
