If so, can you tell me if Fortifying Blast (the Mind Blast upgrade version) is supposed to:

 

1)  Reduce your Barrier cool down by 10%

 

or

 

2)  Put a 10% Barrier on your character

 

 

I think it reduces my cooldown on Barrier, but after quite a bit of testing it's still a little inconclusive (been watching my Barrier cool down and I think it bumps up when I use Mind Blast on enemies).

 

I definitely don't get a barrier added though... which is kind of what it advertises to do....(place a 10% barrier on your Inquisitor).

So I just read on Reddit that this is affecting most Mages... can ANY mage verify that Fortifying Blast works correctly for them: Biobros, this needs patching ASAP guys!!!
