Hi, currently I have a Helm of the Deep equipped, and I'm wondering if I should replace it with the Libertarian's Cowl I just found.
Secondly, I can't wear the Magus War Boots, so what is the next best pair of boots? Thanks.

Yes, you should. A mage should be in the back and have little use for physical nad mental resistance.

You can't? Why not?
Personally, I'd use the Lion's Paw, but that's a pre-order DLC item you might not have access to.
The next best would be Enchanter's Footing, but you can't get those after Ostagar. There are also the Imperial Weavers, which you can buy from Bodhan.

Still, none of these are bette than the Magus War Boots.

Oh, and there are some more choices if you becmoe an Arcane Warriot, like the Warden Commander's boots or Wade's Superior Drageoskin Boots.

According to the wiki they do:

dragonage.wikia.com/wiki/Magus_War_Boots

Of course, it could be wrong.

It is wrong. Only mages can equip them, it doesn't have any attribute requirements.
