I dont understand whats going on, the only options im getting are Head and name for my character, it wont let me do anything else before throwing me into the game. I dont want to play as a set character, why cant I create my own? wheres the full character creator we were promised?

No, I'm on 360 and I have all the options, or at least a heck of a lot more that what you're describing.

 

When you have a head selected, do you press the X button? That's how to get into the customize screen.

you will need to press x to customize the character as Kilyra mentioned aboved
