I know she's romanceable, but I haven't gotten ANY approval with her yet. I saved and reloaded several times to try different dialogue options and still nothing.
Granted I'm not that far in the game yet. I only just addressed the chantry and recruited Sera, Vivienne, and Iron Bull.
She's an advisor rather than a companion so there's no real approval indicators for her. I don't know if dialogue options effect romanceability with her but I just chatted her up, hit on her at every opportunity, and did her personal quest (you won't get this for a while yet). Worked out pretty well. 
Approval is only a mechanic for companions, not advisers. Which means all you have to do with Josephine is hit the flirt options when they appear.
