I still didn't get Dragon Age: Inquisition, and when I play it I really want to romance a male characters with my male inquisitor, but so far I don't feel like romancing Dorian or Iron Bull. My questions is, can you romance other NPCs? I've seen a screenshot of the Inquisitor flirting with Scout Harding, can you romance her?

The only male/male romances are Dorian and Bull. There might be some light flirting that can happen outside of that, but no actual romance. I haven't heard of any yet, though.
Harding can be flirted with but not romanced. There are two major NPCs who can be romanced (not really a spoiler, just a list of the NPC romances and who they are available to)
You can flirt with Cullen, but he's a bit awkward about you doing it lol.
