I tried to figure this out on my own....From everything I can gather you are only allowed one at a time.

You can have as many as you want just don't go over 250 save files.

I had 5 at some point when trying faces/class/race combos (now down to two).

It just tells you that you've reached the max number. The you've probably gotta delete a few things

You might have to "switch characters" from the load menu.  For the 360, you do this by pushing the 'X' button (I think) when you are choosing which save to load.  I'm not sure what the button/key is for the other platforms.  That will bring up all of the characters that you've created.  Then, once you select that character, you can then select which save from that character you want to load.  I currently have two characters and can access either one without problems.
