I haven't even completed the first chapter yet, had to start a new character and screwed around for a while, but I'm on the X1 and it shows in-progress as well.

Just to clarify, I didn't mean Forward Scouts, I meant whatever "Spy" skill increases your "Search/Scouting" radar ping.

It isn't tied to a specific perk, its tied to the number of perks you bought (including any agents) in Secrets.  Once you have enough, that war table mission unlocks.

That having been said, its been bugged for me as well, for several days.

ooof... that's gonna make it hard to avoid then. Here's hoping that whatever patch they come out with "unlocks" it from being in progress, because I'm still getting things in the Secrets tree dangit.

 

I wonder if that's how you naturally unlock the quest? Can anyone confirm if getting other perks in other trees has unlocked any map quests?

 

Has anyone with the glitch EVER had it become available to actually assign somebody to?

UPDATE: It would only trigger if I chose Eagle Eye perk in the Spy tree, it was my 2nd point in the tree and that's counting the one agent I had. Afterwards, in the lower left corner on my "map quest ticker" it said something like "Present for Bianca... something something something" and vanished very quickly before I could read it all. I'm assuming it most likely said "complete" or something like the progress ticker resolved itself as if Lelianna was on the mission.

 

Just for curiousity's sake, can anybody confirm if they had Varic's Revenge completed (most likely you did since it's a starter quest on the map) before you encountered this bug, and who you sent out on the mission? I'm curious if those who didn't send Lelianna also encounter this bug.

I didn't send anyone at all.  I doesn't freeze when you accept the missions, it appears on the map as "In Progress" and you can't begin it properly at all.

Same problem. Appeared when I selected Eagle-Eye as "In Progress" but with no timer. Has a Leiliana card on it but doesn't actually occupy my Leiliana card, so I can ignore it. Though I do want better mods for Bianca... soooo...

Bugged here as well. It's my 2nd playthourgh. I suspect it's connected to the "investigate the strange chalk markings". 

 

On the 1st one, I've got this quest much earlier then "investigate the strange chalk markings" (In fact I didn't get markings quest on my 1st playthrough.) and was able to send Leliana and finish it without any problem.

 

So bassically, it's simply a bug, where if you got and completed "Investigate the strange chalk markings" (Wich is given for 6+ points in Leliana's tree) before getting this quest, it'll be "In progress" for ever. GZ guys

I am also having this problem.  Additionally, I am having the same issue with Cullen being stuck on one of the Zevran missions, even though I never assigned it to him.

For what it's worth I've finally gotten to the last game ending mission, so it's safe to say this bug never fixes itself (I've completed almost all other side missions on the war table)

It happened when I got Eagle Eyed as well, but that was my lvl 20 inquisition perk.  Same issues

Surely someone from bioware could comment on this? Perhaps they would like us to send them some save games? I'm on PC, having this problem, it should be very easy.

Well, my "Present for Bianca" just unbugged itself.

 

My character is a female Qunari mage with the Knight Enchanter specialty. She's romancing Josephine and I've been working toward completing all War Table Missions (even ones that are repeatable, I do all of them at least once.) Immediately after I *SPOILERS* dueled Lord Otranto for Josephine's affection *SPOILERS I checked the War Table and "Present for Bianca" was now available instead of in progress. I sent Leliana on it and she just completed it. It has now disappeared from the War Table entirely. Here are as many details of what I've been doing, most are likely irrelevant, but who knows which one fixed this:

 

Sided with Templars

Completed Wicked Eyes Wicked Hearts (Gaspard) but have not completed Heart of the Abyss

Humourous tone whenever possible

Liberal use of the item dupe trick

All Skyhold major upgrades completed (templar tower, herb garden, sparring courtyard)

7 out of 10 dragons slain (including Highland Ravager)

Ground out levels in both Fallow Mire and Hissing Wastes

Used infinite influence glitch early on to max out influence level

Did not judge prisoners until right after Wicked Eyes Wicked Hearts

 

That's all the details I can think of. I've completed almost all quests in the regions I have visited. Personally I think the mission just pops up as 'in progress' as part of a bug, but it fixes itself if you unlock it via gameplay. What those unlock requirements are, I cannot say.

The unlock requirements are either get X amount of Secrets perks or just get the Search Range increase perk, tested a new playthrough and got the Search Range one first and Bianca's gift unlocked right away.

 

I wonder if the patch fixed this bug though?

I can't even start the quest. I see an blank paper and can't press any buttons - have to go ALT-F4. Fix this Bioware, please...

The update fixed the quest. As soon as I updated i could send Leliana.

Hmm... mine (on XB1) is still bugged after the update yesterday. It shows with an exclamation mark and trying to view report opens a blank form and then I have to exit and kill the game and restart it.

For me, too but I'm already Lvl 19 and what you get is something for bianca but weapon Lvl 2 so its wasted anyway ...

I was having the issue with Present for Bianca, but I was able to complete it, for me at least; It was a case of overlapping war table icons. I had Investigate the Chalk Markings completed and Present for Bianca was slightly under it, if I moved my cursor slightly below I could trigger and complete the mission. It seems to be just missing its marker. I loaded another save and was able to do the same thing for it. I am not entirely sure that is the issue you are having but that was how I completed it (on the previous playthrough had the Leliana card stuck underneath it and the same method worked)

Well, i am on PS3 and every time I try to click on Present For Bianca the game freezes up my system.  The scroll opens up, there's no writing on it and that's it.  I have to turn the system OFF!
