im having the exact same issue, this is really frustrating as i made a rogue with full intent on going assassin. maybe a bug?

Same issue here, I think it's because I was doing Crestwood stuff before I even got my spec quest. I have two of the tokens but missing the third (presumably the carta dwarf in the flats)
