Okay... So i looked all around the web trying to find an answer for this, but i tried the only suggestion someone said, which was talk to Ser Morris, i did but still the mission says "busy." Can someone explain to me how to unlock this mission.

I'd like to know this as well. I've hit level 10 but the quest always says busy on the war table

The advisor required to perform the unlock is currently assigned to other Operations. IIRC, this is Josephine. Next time she completes an Operation, see if the Busy has gone away.
This is common for any Operation where all of your advisors, or an advisor specific to that Operation, are currently handling another Operation.
