I just get the feeling that he did more more heroic things in Act 1 then Hawke.
Is the Herald a bigger hero after Haven the Hawke?

In my continuity, yes, because my main Hawke was a rather incompetent slacker who caused more problems than he solved.

Yes. Hawke was a "local legend". He was working on a city-wide level.
The Warden and the Inquisitor are working on country-wide levels. Their accomplishments are larger in scale and, therefore, more impressive.
