So now im almost lvl 11 and still can't craft runes. I heard that i need a quest to get an arcanist but at the war table i can't see such.

Where in Heaven is he exactly? Did i missed something?

You do not get the quest on the war board until you get to Skyhold. It will be there as soon as you arrive.
