I don't understand where or how to do this in Skyhold.
There is no icon, no special table, no instructions.
I'm pretty stuck here. Can anyone help me complete this quest?

A rune is a weapon upgrade. That's where you craft it.

Just add a rune in a rune slot in the weapon upgrade table. That is referred to as Ecnhantment.
